Whey concentrate is a slower less filtered form of whey protein. Being less than 90 % protein a concentrate cannot constitute a whey isolate. A whey concentrate still tends to be high in branch chain amino acids and due to it's higher fat content and less filtration which it has been subjected to retains a higher proportion of Growth Factors which are often re-added to an isolate afterward.

A concentrate is generally used for slightly slower release and influx of amino acids. You normally find concentrate combined with other protein sources in most meal replacements and bars and the such.
